Powers and functions of the Authority.- (1) The Authority shall, for the purpose of discharging its functions under this Act, have the same powers of a civil court as are vested भाग 4 (क) राजस् थान राज-पत्र, सितम बर 26, 2025 485 in a court under the Code of Civil Procedure, 1908 (Central Act No. 5 of 1908) while performing functions under the Act, in respect of the following matters, namely:- (a) summoning and enforcing the attendance of witnesses; (b) requiring the discovery and production of any documents; (c) requisitioning any public record or copy thereof from any office; (d) receiving evidence on affidavits; and (e) issuing commissions for inspection. (2) The Authority shall entertain the appeal preferred under section 21 of this Act against the order of the District Committee. (3) The Authority shall establish and maintain a portal with features as may be prescribed, in accordance with the provisions set forth therein. (4) The Authority may establish a 24x7 call centre for such districts as may be prescribed for the purpose of addressing grievances of students enrolled in coaching centres. (5) The Authority shall meet as often as may be necessary at such time and such place as may be prescribed. (6) The Authority shall monitor performance of District Committee and give directions to the district authorities, as are necessary for ensuring compliance of provisions of this Act and rules and orders made thereunder. (7) The Authority shall ensure that District Committee redresses grievances in a prescribed time limit. (8) The Authority or any officer authorized by general or special order in this behalf by the Chairman, if he has reason to believe that, there is or has been any contravention of provisions of this Act or the rules made thereunder, may inspect any premises of coaching centre and ask for any such records, accounts, register or other documents for the purpose of ascertaining whether there is or has been any such contravention and if the Authority is of the view that further action is required the Authority may refer the matter to District Committee for necessary action. (9) Any other function for interest of students, holistic development of students, career guidance, psychological counselling and mental wellbeing etc. of students.
