Powers and functions of the University

Powers and functions of the University.- The University shall have the following powers and functions, namely:- (i) to define norms and parameters of skills education, teaching and instruction, consistent with the credit framework and curriculum packages, in such skills and allied areas as the University may deem fit; (ii) to impart instructions, including correspondence and such other courses, as it may determine, in accordance with the credit framework and curriculum packages, in the disciplines specified in Schedule-II and in such skills and allied areas as the University may deem fit, for the dissemination of knowledge and skills training and consistent with its objects; (iii) to institute and award fellowships, scholarships, exhibitions, studentships, medals and prizes; (iv) to establish and maintain hostels for students of the University; 41¼46½ jktLFkku jkt&i=] ekpZ 30] 2017 Hkkx 4 ¼d½ 46 (v) to make provisions for research and consultancy, and for that purpose to enter into such arrangements with other institutions or bodies as the University may deem necessary; (vi) to award degrees, diplomas, certificates and other distinctions; (vii) to confer honorary degrees or other distinctions in the manner prescribed; (viii) to define norms of, examination or any other measure of assessment of knowledge and competency of a student of, or admission to, the University; (ix) to hold examinations or other assessments of knowledge or competency, as the University may, from time to time, determine; (x) to identify and collaborate with industries for purposes of practical training of students in skills and to define norms for recognition of competency attained by a student in such practical training in industry for the purpose of earning credits; (xi) to define norms and measures of assessment for recognition of prior learning and competency in skills, based on relevant experience at work or in Industry, and to assign credits for such prior learning or competency in accordance with the credit framework; (xii) to lay down norms for transfer of credits to promote new learning opportunities without compromising on learning outcomes; (xiii) to institute skills education, teaching or other academic positions required by the University, with such qualifications and designations as it may deem fit, and to appoint persons on tenure, term or otherwise to such positions; (xiv) to appoint persons working or having commensurate experience of working, in any other university or educational Institution or any industry, possessing the required knowledge or Hkkx 4 ¼d½ jktLFkku jkt&i=] ekpZ 30] 2017 41¼47½ 47 competency, as adjunct, guest or visiting faculty of the University on such terms and for such duration as the University may deem fit; (xv) to lay down parameters for assessment and accreditation of skill educators and training providers. (xvi) to create administrative and other posts and to make appointments thereto; (xvii) to determine, specify and receive payment of fees and other charges, as the University may deem fit, from students and any other person, institution, Industry or body corporate for instructions and other services, including training, consultancy, and advisory services, provided by such University; (xviii) to acquire, hold, manage and dispose of any property belonging to, or vested in, the University in such manner as the University may deem fit for attainment of its object; (xix) to receive gifts, grants, donations or benefactions from the Central Government or the State Government and to receive bequests, donations and transfer of movable or immovable properties from testators, donors or transferors, as the case may be; (xx) to establish and maintain such infrastructure, including campuses and training centers within its territorial jurisdiction, as may be necessary for attainment of its objects; (xxi) to undertake, or cause to be undertaken, such studies for assessment of skill needs as may be required in the future and to prepare and maintain a database of skills assessment and requirements in terms of the emerging employment market in the State concerned, nationally or internationally, as the case may be, relevant to the instructions imparted or proposed to be imparted in the Skills University; 41¼48½ jktLFkku jkt&i=] ekpZ 30] 2017 Hkkx 4 ¼d½ 48 (xxii) to collaborate with any other university or institution of national importance in offering joint degree programmes for bridging skill education with higher education; (xxiii) to promote international collaboration in skills education with institutions of skill education for the purpose of capacity building, developing competency, knowledge and ability to global standards; (xxiv) to promote a spirit of entrepreneurship in skills amongst youth; (xxv) to be open to all persons irrespective of sex, religion, race, caste, creed, or class; (xxvi) to carry out all such other activities as may be necessary or feasible in furtherance of the object of the University; (xxvii) to organize and undertake extra-mural teaching and extension services; (xxviii) to determine standards of admission to the University and training centers with the approval of Academic Council; (xxix) to make special provisions for students belonging to the State for admission in any course of the University or training center with the approval of the Board of Management; (xxx) to regulate and enforce discipline among the employees, teachers and students of the University and to take such disciplinary measures as may be deemed necessary; (xxxi) to institute professorships, associate professorships, assistant professorships, readerships, lectureships, and any other teaching, academic or research posts required by the University; (xxxii) to make appointments of the faculty, officers and employees of the University; (xxxiii) to provide for printing, reproduction and publication of research and other works and to organize and conduct exhibitions, refresher courses, orientation courses, workshops, Hkkx 4 ¼d½ jktLFkku jkt&i=] ekpZ 30] 2017 41¼49½ 49 seminars and other programmes for teachers, lesson writers, evaluators and other academic staff; (xxxiv) to co-operate with any other organization in the matter of education, training and research for such purposes as may be agreed upon on such terms and conditions as the University may from time to time determine; (xxxv) to recognize examinations of, or periods of study (whether in full or in part) of other universities, institutions or other places of higher learning as equivalent to examinations or periods of study in the University and to withdraw such recognition at any time; (xxxvi) to sell, exchange, lease or otherwise dispose of all or any portion of the properties of the University, movable or immovable, on such terms as it may think fit and proper without prejudice to the interest and activities of the University; (xxxvii) to draw and accept, to make and endorse, to discount and negotiate, promissory notes, bills of exchange or other negotiable instruments; (xxxviii) to execute conveyances, transfers, mortgages, leases, licences and agreements in respect of property, movable or immovable including Government securities belonging to the University or to be acquired for the purpose of the University; (xxxix) to appoint, in order to execute an instrument or transact any business of the University, any person as it may deem fit; (xl) to give up and cease from carrying on any classes or departments of the University; (xli) to enter into any agreement with Central Government, State Government, the University 41¼50½ jktLFkku jkt&i=] ekpZ 30] 2017 Hkkx 4 ¼d½ 50 Grants Commission or other authorities for receiving grants; (xlii) to raise and borrow money on bonds, mortgages, promissory notes or other obligations or securities founded or based upon all or any of the properties and assets of the University or without any securities and upon such terms and conditions as it may think fit and to payout of the funds of the University, all expenses incidental to the raising of money, and to repay and redeem any money borrowed; (xliii) to invest the funds of the University or money entrusted to the University in or upon such securities and in such manner as it may deem fit and from time to time transpose any investment; (xliv) to make such statutes, ordinances or regulations as may, from time to time, be considered necessary for regulating the affairs and the management of the University and to alter, modify and to rescind them; (xlv) to constitute for the benefit of the academic, technical, administrative and other staff, in such manner and subject to such conditions as may be prescribed by the Statutes, such as pension, insurance, provident fund and gratuity as it may deem fit and to make such grants as it may think fit for the benefit of any employees of the University; (xlvi) to delegate all or any of its powers to the President of the University or any committee or any sub-committee or to anyone or more members of its body or its officers with the approval of the Board of Governors; and (xlvii) to do all such things as may be necessary, incidental or conducive to the attainment of all or any of the objects of the University.
