Registrar and staff.- (1) The State Government shall appoint an officer of the State service to be the Registrar of the Council who shall act as Secretary to the Council and shall perform such other duties as are assigned to him/her by this Act or the rules or regulations made thereunder or as may be specially assigned to him/her by an order of the Council. (2) The Council may, with the prior approval of the State Government, appoint such other officers and servants as it may consider necessary for the purpose of carrying out its functions under this Act. (3) The salary and other conditions of service of the officers and the servants of the Council shall be such as may be determined by it with the prior approval of the State Government. (4) The Registrar and other officers and servants of the Council shall be deemed to be public servants within the meaning of section 21 of the Indian Penal Code, 1860 (Central Act No. 45 of 1860).
