Every member of the market committee shall be personally liable for the loss or mis-application of any portion of the fund, if he shall have been a party to such loss or mis-application or if the same shall have happened through, or been facilitated by gross neglect of his duty as such member and may be used for the recovery of the sum of money so lost or misapplied as if such sum of money had been the property of the State Government. 1
