The grazing of cattle or domestic animals of all kinds in such places or with such license as may be, in the opinion of the Civil authorities, injurious to existing supplies of timber or fuel, may be prohibited, restricted, or regulated in such manner as may be deemed expedient: Provided always that the proper grounds for the grazing or pasturing of such cattle be not interfered with.
