(I) Tha President, and inthe absetce of the President another member Quorum and to be chosen by the members present from amongst themselves shall voting. preside at a meeting of the Council. (2) Save as otherwise provided in clause (8) of sub-section (I) of section 26, all questions arising at a meeting shall bedecided by the votes of majority of the members present and voting and in the case of equality of votes the person presiding at the meeting shall have and exercise a second or a casting vote. (3) Five members shall form a quorum at a meeting of the Council : Provided thatif a meeting is adjourned for want of quorum, no quorum shall be nzcessary at the next meeting called for transacting the same business. (4) No act o- proczedings of the Council shall be invalid merely onthe ground of existence of any vacancy amongst its members, or by reason of defect or irregularity in its constitution or any irregularity of procedure not affecting the merits of the case.
