(1) The Committee may, with the prior approval of the Government, create such posts and appoint such officers and other employees of the Committee as it may consider necessary for the efficient discharge of its functions. (2) The terms and conditions of service of the officers and other employees of the Committee shall be such as may be specified by the regulations.
