(1) A procuring entity, while fixing the last date by which bids are to be submitted by the bidders, shall take into account,- (a) the need of the bidders for having a reasonable time to prepare and submit their bids; and (b) the period for effecting procurement as envisaged in annual procurement plan and bidding document. (2) Subject to the provisions of section 22, the maximum time as may be allowed for submission of bids shall be the same for all bidders.
