Power to sanction, reject or return scheme. - (1) The State Government may sanction, either with or without modification, or may refuse to sanction, or may return for reconsideration, any scheme submitted to it under section 40. (2) If a scheme returned for reconsideration under sub-section (1) is modified by the trust, it shall be republished in accordance with section 36 - (a) in every case in which the modification affects the boundaries of the lo- cality comprised in the scheme, or involves the acquisition of any land not previously proposed to be acquired; and (b) in every other case, unless the modification is in the opinion of the 24 The Punjab Town Improvement Act, 1922, Section 40
