There shall be at least two meetings of the General Council in an year. A special meeting may be called by the Chairman of the Board either on his own initiative or at the request of at least one-third of the existing membership of the General Council. 9-A The General Council of the Board as well as its other authorities indicated in these Articles shall function subject to the condition of quorum notwithstanding any vacancy in any of the authorities and no act or proceedings of the Board or of its authorities shall be invalid merely by reason of the existence of a vacancy or vacancies. 9-B One-third of the existing members shall constitute the quorum at a meeting of the General Council.
