(1) The Council shall meet at least once in every three months. (2) The quorum of the meeting of the Council shall be one third of the total members. (3) No act or proceedings of the Council shall be deemed to be invalid by reason of any vacancy, or any defect in the constitution of the Council, provided, the quorum is present.
