No act or proceeding of the Commission shall be questioned orshall be invalid merely on the ground of existence of any vacancy in, or defectin the constitution of the Commission or any defect in the appointment of aperson acting as Chairperson or a member or any irregularity in the procedureof the Commission, including issuing of notice for holding of a meeting, notaffecting merits of the matter.
