The Registrar may dissolve a self-supporting co-operative society or appoint a liquidator in respect of that society, if he has reason to believe that (a) a self-supporting co-operative society has not commenced business within two years after the date of its registration of has not carried on business for two consecutive years after registration ; or (b) a self-supporting co-operative society has contravened any of the provisions of this Act : Provided that before dissolving a self-supporting co-operative society or appointing a liquidator, an opportunity of being heard to such society shall be given by the Registrar.
