ASSESSMENT OF CHARGES FOR SERVICES OR FACILITIES PROVIDED BY THE LANDOWNER. - Unless the charges payable for services or facilities provided by landowner in relation to the land have been specifically provided for in an agreement between the parties, such charges shall be determined by the Assistant Collector, First Grade, having jurisdiction, who shall 12 THE PUNJAB SECURITY OF LAND TENURES ACT, 1953 Section---14 and 14A give due regard to the usage of the locality and if there is no such usage, he shall give regard, amongst other matters, to - (a) the direct advantage gained by the land by the provision of such services or facilities; (b) the condition or. nature of the services of facilities and the probable duration of their effects; (c) the labour or capital required for the proyision of such services or facilities.
