(3) On receipt of second appeal under sub-section (1), the Government shall consider the same and if, in its opinion, the grievance of the applicant appears to be genuine, it may direct the Director to consider the case. (4) After affording an opportunity of being heard to the parties concerned, the Government may pass an order, in writing,either accepting the second appeal or rejecting the same and in the case of rejection, the reasons for rejection shall be specified and communicated to the appellant.
