Compensation for discontinuance of use. - Where under sub-clause (a) of sub-section (2) of section 91, the purpose is such to which the buildings or areas may not be appropriated or used in pursuance of [Section 70], the building or area shall cease to be used for any purpose other than the purposes specified in the scheme within such time as may be specified in the final scheme, and the person affected by this provision shall be entitled to such compensation from the Authority as may be determined by the Arbitrator: Provided that, in ascertaining whether compensation is to be paid, the time within which the person affected was permitted to change the use shall be taken into consideration.
