The provisions of this Act, statutes and regulations made there- Over-riding effect. under, shall have over-riding effect notwithstanding anything inconsistent therewith contained in any other State law or instrument having the force of law for the time being in force. 38(1) If any difficulty arises in giving effect to the provisions of this Power to remove Act, the State Government may, by an order published in the Official Gazette. make such provisions not inconsistent with the provisions of this Act, as may appear to it to be necessary for removing the difficulty : (i) the amount received, shall be kept by the University separately from the University Fund and utilised only for the purpose of the scheme ; and (i) the staff required to execute the scheme, shall be recruited in accordance with the terms and conditions stipulated by the sponsoring organization. students.
