Notwithstanding anything contained in this Act and the statute the first Vice-Chancellor shall be appointed by the State Government. The first Registrar, who shall be an academic person in law, shall be appointed by the Chancellor on the recommendations of the Vice-Chancellor. The said officers shall hold office for a period of five years. However, till the appointment of a regular Vice-Chancellor is made, the Secretary, Department of Hj gher Education, Punjab, shall hold charge.
