The purpose of the Act is to regulated exhibitor by means of cinematograph and the purpose is largely recreative or educational. Net Ram v. State. AIR 1955 Cal. 609. The main object of statutory interference in the business of exhibition of cinematograph , as can be seen from the Central and Punjab Acts and the Rules is to safeguard the interests of health and public safety. Any rules framed by the appropriate authorities for the attaining of above mentioned or other ancillary objects of this case of legislation would be reasonable eve if they impose restrictions on the normal fundamental right guaranteed under Article 19 (1) (g) of the Constitution to carry on any occupation trade or business.
