Free access to the licensed premises shall be given at all reasonable times to any Magistrate or any Police Officer not below the rank of a Sub-Inspector of Police deputed by the District Magistrate or the Superintendent of Police or the Electrical Inspector, and every facility shall be afforded to such officer for ascertaining that the rules and conditions are duly observed.
