(1) The Government shall, by notification, constitute a Board of Visitors comprising of official and non-official members at district and sub- divisional level with the purpose of visiting and inspecting prisons. (2) The Head of Department shall, as far as possible, visit and inspect the prisons atleast once in two years and he may have a prison inspected by an officer of appropriate rank at periodic intervals, as may be prescribed. (3) It shall be the duty of the Magistrate of the District to visit and inspect every prison situated within the limits of his district. Remission to prisoners. Pre-mature release.
