Subject to the provisions of the Code of Criminal Procedure, 1973 (Central Act 2 of 1974), all offences under this Act, other than those, where specifically mentioned otherwise, shall be non-cognizable and be tried in a summary way by a Judicial Magistrate of the First Class specially empowered in this behalf.
