All documents executed by or on behalf of the Corporation in the couse of discharge of its functions under this Act shall be exempt from payment of stamp duty and registration fee: Provided that exemption from payment of stamp duty shall apply to those documents in relation to rates of stamp duty whereof the State Legislature is competent to legislate.
