The Board may, by a general or special order, delegate to 2[the Chairman, the Vice-Chairman,] or the Managing Director or any Committee appointed by it or any other officer or employee of the Corporation subject to such conditions and limitations, if any, as may be specified such of its powers and duties under this Act, except the power to make regulations, as it may deem necessary.
