Stay of proceedings.-- The Chief Judicial Magistrate or the District Judge or the Collector, as the case may be, on an application for transfer, order a Gram Panchayat to stay the proceedings pending before if and on receipt of such order the Gram Panchayat shall stay the proceedings.
