Difficulties in respect of having no jurisdiction.-- if at any time, it appears to a Gram Panchayat, — (a) that it has no jurisdiction to try a case or a suit; (b) that a case ora suit is of such a nature or of such difficulties that it should be tried by another court. it shall, by order in writing, stating, therein, the dates of presentation and return of the petition, direct the complainant or the petitioner, as the case may be, to present the complaint or petition to the proper court.
