Payment of compensation.- A Panchayat Samiti may pay compensation out of the Panchayat Samiti Fund to any person sustaining damage or injury to person in the exercise of any of the powers vested in the Panchayat Samiti or its employee under this Act, when such damage or injury is caused by the negligence of the Panchayat Samiti or its employees and the person sustaining the damage or injury is not himself in default in the matter in respect of which the power is exercised.
