Penalty for obstructions.-- Any person willfully obstructing a Panchayat Samiti or any employee of the Panchayat Samiti or any person authonsed by the Panchayat Samiti, in exercise of the powers conferred by this Act, shall be punishable with fine which may extend to fifty rupees.
