Attendance at meetings.--(l) The Executive Officer shall have the right lo attend all meetings of the committee except a meeliiig convened for the purpose of consitlc-ring the ques.tion of his suspension or removal and of any sub-committee and to take part in discussions, but shall not have the right to move any resolulion or to vote. (2) Hc shall attend any meeting of the committee or of a sub-committee if required 10 do so by the President.
