Returning of Ballot Papers by electors.-, (1) If an elector after obtaining any ballot-paper for the purpose of recording his vote decides not to use the same, he shall rel urn the ballot paper to the Presiding Officer, and the ballot paper so returned snail then be marked "Returned Cancelled" and kept in a separate packet set apart for the purpose and a record shall be kept by the Presiding Officer of all such ballot papers. (2) If any ballot-paper which has been issued to any voter for the purpose of recording his vote has not been put in the ballot-box but has been left by the elector at tie Polling Station or the Polling Compartment it shall be presumed as cancelled and dealt with in accordance with the provisions of sub-rule (I) as if it has been returned to the Presiding Officer.
