Appeals from orders under rule 27

Appeals from orders under rule 27.- (1) Every appeal; under section 33 shall be,- (a) in the form of a memorandum signed by the appellant ; (b) accompanied by a copy of the order appealed from and a fee of rupees five to be,-- (i) paid by means of non-judicial stamps ; or (ii) deposited in a Treasury in favour of the Commission ; or (iii) paid in such other manner as my be directed by the Commission ; and (iv) the fee shall in no case be refunded. (c) presented to the Commission within a period of fifteen days from the date of the order appealed from or sent by registered post so as to reach the Commission within that period ; Provided that the Commission may condone the delay in the presentation of the appeal, if it is satisfied that the appellant had sufficient cause for not presenting it within the specified time. (2) Where the fee is deposited under sub-clause (ii) of clause (b) of sub-rule (1), the appellant shall enclose with memorandum of appeal a treasury receipt in proof of the fee having been deposited. 3) For the purpose of sub-rule (1), an appeal shall be deemed to have been presented to the Commission when the memorandum of appeal is delivered by or on behalf of, the appellant to any officer appointed by the Commission in this behalf,
