Power to make regulations. - The Corporation may make regulations for the transaction of business at its meetings and at the meetings of its ad hoc com- mittees and the manner in which notice of such meetings shall be given : Provided that the time, place and procedure for the first meeting after the con- stitution of the Corporation under section 4 shall be determined by the Di- visional Commissioner. Section 66
