Appointment of Chief Registrar and Registrars. - (1) The Corporation Health Officer shall be the Chief Registrar of births and deaths for the City and shall keep in such form as may be prescribed by bye-laws a register of all births and deaths occurring in the City. (2) The Commissioner shall for the purposes of this Chapter appoint such num- ber of persons to be registrars of births and deaths as he deems necessary and define the respective areas which shall be under the charge of such registrars. Section 321
