Power to make new public streets. - The Commissioner may, at any time with the previous sanction of the Corporation,- (a) lay out and make new public streets ; (b) construct bridges and sub-ways ; (c) turn or divert any existing public street ; and (d) lay down and determine the position and direction of a street or streets in any part of the City notwithstanding that no proposal for the erection of any building in the vicinity has been received.
