Picketing animals and collecting carts:- (1) Whoever, without the permis- sion of the committee, pickets animals or collects carts on any street or uses any street as a halting place for vehicles or animals of any description or as a place of encamp- ment or causes or permits animals to stray shall be punishable with fine which may extend to 1[five hundred rupees.] 2[(2) Any animal found picked, tethered or straying on any public stree without the permission of the committee may be removed to a pound by any officer or servant of the committee or by a police officer.
