Connection with main not to be mase without permission of Committee. - (1) No person shall, without the permission of the committee, at any time make, or cause to be made, any connection or communication with any cable, wire, pipe, 1[fer- rule,] drain, sewer or channel constructed or maintained by or vested in the committee for any purpose whatsoever.
