Power to prohibit use for human habitation of buildings unfit for such use. - Should any building, or any part of any building appear to the committee to be unfit for human habitation in consequence of the want of proper means of drainage or ventilation or any, sufficient reason, the committee may 1[by notice] prohibit the owner or occupier thereof from using the same for human habitation, or suffering it to be so used until if has been rendered fit for such use to the satisfaction of the com- mittee, and no such owner or occupier shall inhabit such building or suffer it to be inhabited until the committee shall have informed in writing the owner or occupier that the prohibition has been withdrawn.
