(1) In any emergency arising out of the business of the Copy Diisneny Devens the Eh the case may be, which in the opinion of the Chairman, Ss immediate action, the Chairman shall take such action as he deems Hecessg, and shall, thereafter report the action to the Council or the Board, the case may be, at its next meeting. Every such action shall, for all intents and purposes, be deemed to be the action taken by the Council or the Boar, as the case may be. (2) If any question arises whether or not a particular situation is of emergency warranting action under sub-section (7) the decision of the Chairman shall be final.
