The provisions of this Act shall not affect the validily of any action taken or anything done by the Commissioner under any of the provisions of the enactments specified in the Schedules of this Act, before the commencement of this Act and anything done or any action taken shall be deemed to have been done or taken under the provisions of this Act as if this Act was in force at the time when such thing was done or such action taken.
