Save as otherwise provided in this Act, the provisions of this Act, or Over-riling efteet. the rules made there-under, shall have effect, notwithstanding anything inconsistent therewith contained in any other law enacted by the Punjab State Legislature. 12.//) The State Government may. by notification in the Official Gazette, make rules for carrying out the purposes of this Act. penalty as arrears of land revenue. Protection of acion taken in good fath. (2) Every rule made under this Act shall be laid, as soon as may be, after it is made, before the House of the State Legislature, while it is in session, for a total period of ten days, which may be conprised in one session or in two or more successive sessions, and if, before the expiry of the session in which it is so laid or the successive scssions as aforesaid, the House agrees in making any modification in the rule, or House agrees, that the rule should not be made. the rule shall thereafter, have effect only in such modified tormn or be of no effect as the case may be, so however, that any such nod1ication or annulment shal b without prejudice to the validity of anythng previOusly done or omitted to be done under that rule. (2) If any school continues to make contravention of the provisions of this Act and the rules made thereunder beyond a period of one year, the State Government may, direct the board or institution, as the case may be, to disaffiliate the school to which such a school is affiliated. (3) No penalty as provided under sub-section (7), shall be imposed, unless the school concerned is given an opportunity of being heard.
