Appointment and recovery of costs.- (i) In proceedings in which costs have been incurred the final order shall apportion the costs of be- tween the parties to the proceeding. (ii) Costs thus apportioned shall be recoverable by the revenue of- ficer by attachment and sale of the movable property of the person li= able for the same in the manner prescribed in Section 70 of the Land Revenue Act.
