The Board shall from time to time make such arrangements with -respect to the date, time, place, notice, management and adjournments of its meetings as may be determined by regulations made, by the Board subject to the following provisions, viz:— . ‘ (a) Ordinary meeting shall be held once at leastin every three months, (b) The Chairman may, whenever he thinks fit, call special meetings. (c) The proceedings of the meetings of the Board shalf be forwarded to Gover ment, in the department, concerned.
