If in the opinion of the State Government, resolution of the University is not in the public interest, or is not in conformity with the provisions of this Act or the regulations made there under, it may, by an order in writing, suspend the implementation of such resolution: Provided that the resolution, the implementation of which is suspended by the State Government, shall not be cancelled without giving a reasonable opportunity to the University to explain its position.
