(1) The Board may, from time to time, with the previous sanction of the State Government, make regulations not inconsistent with this Act and the rules made thereunder for the purposes of giving effect to the provisions of this Act. (2) In particular and without prejudice to the generality of the foregoing power, such regulations may provide for- (a) all matters expressly required or allowed by this Act to be provided by regulations; (b) the delegation of powers or duties of Board, Chairman or officers to Committees or officers; (c) the recruitment and other conditions of service including remuneration of the officers and employees of the Board; Power to make regulations. (d) the fees payable for the copies of documents, estimates and plans supplied by any of the officers and employees of the Board under this Act; (e) the efficient conduct of the affairs of the Board.
