Subject to the provisions of this Act, the Board may, by regulations, direct that any power exercisable by it or any of its officers, except the power to make regulations, may also be exercised by such officer or Committee as may be specified therein, in such cases and subject to such conditions or restrictions, if any, as may be specified therein.
