(1) Immediately after a development plan has been approved by the State Government, the Board shall publish in such manner as may be provided in the regulations, a notice stating that the development plan has been approved by the State Government and naming the place where a copy thereof may be inspected at all reasonable hours and with the first publication of such notice, the development plan shall come into operation. Operation of development plan. (2) Save as otherwise provided in this Act, the Board shall not undertake or carry out any development of land in any area which is not development area. (3) Notwithstanding anything contained in sub-section (2) the Board may, if it is of opinion that it is expedient so to do, undertake or carry out any development of any land which has been transferred to it or placed at its disposal under section 29 or section 30 even if such land is situated in an area which is not a development area. (4) After the commencement of this Act, no development of land shall be undertaken or carried out in any development area by any person or body, including a department of Government, unless permission for such development has been obtained in writing from the Board in accordance with the provisions of this Act. 1[Provided that no such permission shall be necessary in the case of development of land by or under the authority of Central Government, but information with regard to the proposed development shall be sent to the Board at least thirty days before undertaking the development and if no objection is received from the Board within a period of twenty-one days of the receipt of such information by the Board, it will be presumed that the Board has no objection to such development work being carried out.] (5) After the coming into operation of a development plan, no development shall be undertaken or carried out in the area covered by such development plan unless such development is also in accordance with such plan. (6) Notwithstanding anything contained in sub-sections (4) and (5), development of any land begun by any department of Government or any local authority before the commencement of this Act may be completed by that department or local authority without compliance with the requirements of those sub-sections.
