(1) The Board may, by notification, declare the whole or a part of any area, whether situated within or without the limits of a local authority, to be development area for the purposes of this Act: 1[Provided that no land- (i) comprised within the limits of a cantonment as defined under the Cantonments Act, 1924; or (ii) owned, taken on lease or requisitioned by the Central Government for the purpose of Naval, Military or Air Force authorities; shall be included in an area so declared.] (2) The contents of the declaration made under sub- section (1) shall also be published by the Board in at least two vernacular newspapers.
