(3) The Head Office of the Authority shall be at Chandigarh or at such place, as the State Government may notify from time to time. (4) The Authority shall consist of a Chairperson and not less than five and not more than seven members appointed by the State Government from amongst the persons having sufficient knowledge of sports activities particularly concerning horse races. (5) The State Government may make rules regarding the functions, finances and powers of the Authority.
