() The State Government or a person duly authorized by it, may on receipt of any complaint or suo moto or on inspection or on receipt of inspection report or search report under section 14 or section 15, initiate licence or permit proceedings in the preseribed manner against the licensee or the permit holder suspension, revocation and cancellation of Delegation of powers.
