(I) Ifalicensee/permit holder contravenes any of the conditions of the permit, he shall be punishable with fine which may extend to rupees one lac. (2) If an intermediary contravenes any of the conditions subject to which a permit was granted to him, he shall, without prejudice to any action that may be taken by the State Government under Section 16, be punishable with fine which may extend to rupees one lac.
